CHISINAU, Moldova (AP) -Mirko Vucinic struck a late winner to give 10-man Montenegro a priceless 1-0 victory over Moldova in World Cup qualifying on Friday, ensuring that his side stays top of Group H ahead of its showdown with England next week.

Montenegro's Milorad Pekovic was dismissed for a second yellow card in the 61st minute but it didn't prevent his side taking the points after Vucinic volleyed home in the 78th at Zimbru Stadium.

With 13 points on the board from five games, the victory maintained Montenegro's two-point lead over second-place England, which romped to an 8-0 victory over San Marino.

The top two sides meet in Podgorica on Tuesday for a game that could go a long way to deciding which team qualifies automatically for next year's tournament in Brazil.

(AP) ? Senate Democrats neared approval of their first budget proposal in four years on Friday, calling for almost $1 billion in tax increases over the coming decade while sheltering safety net programs targeted by House Republicans. The Democrats also would reverse automatic spending cuts that are beginning to strike both the Pentagon and domestic programs.

The nonbinding but politically symbolic measure caters to party stalwarts on the liberal edge of the spectrum just as the House GOP measure is crafted to appeal to more recent tea party arrivals.

Approval of the Senate version was expected to come long after dark ? after dozens of votes on amendments, many of which were offered in hopes of inflicting political damage on Democratic senators up for re-election in GOP-leaning states like Alaska and Louisiana.

Some $1 trillion in new revenue would flow to the government over the coming decade ? on top of more than $600 billion in taxes on upper-income earners approved in January ? and would be coupled with a net $875 billion in spending cuts. Those reductions would be generated by modest cuts to federal health care programs, domestic agencies and the Pentagon and reduced government borrowing costs. The budget proposes $100 billion in new spending for infrastructure projects and job training programs.

The president will reveal his own overdue tax-and-spending plan in two weeks, a plan that will be judged in part by whether it offers new, more politically risky proposals that could form the foundation for a bipartisan agreement between the two houses.

Senators braced for dozens of votes during a marathon session running late on Friday, with some predicting a final vote on the Democratic plan in the pre-dawn hours of Saturday. In early voting Friday morning, Democrats rejected the latest attempt to repeal Obama's landmark health care law by a strictly party-line vote.

The Senate has already taken several politically freighted votes, including a move by Democrats to force a vote on the Paul Ryan House budget, which was rejected by a 59-40 vote Thursday night, with five Republicans joining every Democratic senator in opposition.

Republicans countered with a move by Sen. Jeff Sessions, R-Ala., putting Democrats on record in opposition to balancing the budget by the end of the decade. It failed on a near party-line vote.

Additional votes on Friday could feature forays into off-topics like supersized soft drinks, domestic drone strikes, handguns and abortion ? in addition to the more traditional subjects of taxes, spending and debt.

Such tallies give lawmakers the chance to test support for their ideas in the modern Senate, where there are far fewer opportunities to offer amendments and obtain votes. Such votes are nonbinding. Seventeen Democrats joined Republicans to endorse the Keystone XL pipeline that is to carry oil from Canada to Texas oil refineries. And after a bipartisan 75-24 test vote, the Senate endorsed an amendment by Dick Durbin, D-Ill., and Mike Enzi, R-Wyo. ? backed by the powerful retailer lobby ? that would allow states to collect sales taxes on Internet purchases made out of state.

It all concerned a largely symbolic measure known as a budget resolution, not binding legislation that could be sent to the president to become law. The Senate budget measure and the starkly different version passed by the House on Thursday seek to set parameters for follow-up legislation on taxes and spending.

The dueling House and Senate budget plans are anchored on opposite ends of the ideological spectrum in Washington. No Democrats voted for the House budget, and not a single Republican will vote for the Senate plan, written by new Budget Committee Chairman Patty Murray, D-Wash. The GOP plan caters to tea party forces, while Murray was forced to reach out to liberals, rather than revive proposals such as increasing out-of-pocket Medicare costs for better off beneficiaries that were discussed when she co-chaired a failed 2011 deficit "supercommittee."

While the House GOP plan seeks $4.6 trillion in spending cuts over 10 years on top of the $1.2 trillion in automatic cuts in the same timeframe. Murray's plan promises to replace the $1.2 trillion in automatic cuts, required under a hard-fought 2011 budget pact because of the failure of Washington follow up that deal with another deficit-cutting plan. She notes that they were never intended to take effect and were instead aimed at forcing Republicans and Democrats into a deal. The nonpartisan Congressional Budget Office warns the $85 billion in cuts set to strike the economy this year could cost 750,000 jobs.

Murray combines $975 billion in unspecified tax increases with net cuts in spending of $875 billion to replace the automatic cuts. The plan promises a $693 billion deficit in 2014, dropping to the $400 billion range for the middle years of the decade. While large, such deficits would hover just above 2 percent of gross domestic product, a level that many analysts see as economically sustainable.

All told, the slashing House budget projects $4 trillion more in deficit cuts than the Murray plan, but only by assuming cuts to Medicaid, food stamps and farm programs, among others ? and cutting domestic agency spending covering such areas as education, the FBI, NASA and housing subsidies by almost 20 percent next year.

The Democratic plan sticks to agency budget "caps" set in the 2011 deal and leaves safety-net programs for the poor virtually alone. Its cuts to the rapidly spiraling Medicare program are limited to health care providers and are less stringent than those proposed by Obama.

"The Senate budget puts forward serious, responsible deficit reduction that reflects the recommendations of bipartisan experts, and the values and priorities of the American people," Murray said.

Senate Republicans did not draft a budget plan of their own, though 40 of them voted for the House GOP measure. Instead, they focused their fire on the Democratic version, saying it does nothing about the rapidly rising costs of Medicare and other benefit programs, while allowing the national debt to reach $24.4 trillion by 2023.

"In addition to having these huge tax increases ? the biggest in the history of the country ? this budget also has huge spending," said Sen. Rob. Portman, R-Ohio. "The spending is actually an increase when you wipe away all the gimmicks."

Weather Channel Explores Rogue Planet Doomsday Scenario

What if a rogue planet swept through the solar system, altering Earth's orbit? Potentially, the death of all life on the planet, according to a new Weather Channel special.

"Forecasting the End," a new Weather Channel series, premieres March 21, exploring the possible results of a rogue planet fly-by. Rogue planets, or planets not linked to stars, may outnumber actual stars in the Milky Way galaxy. Myths about "Planet X" or "Nibiru" hold that a stealth rogue planet is headed this way (actually, it was supposed to hit on the Mayan apocalypse on Dec. 21, 2012).

In fact, the likelihood of a rogue planet swinging by is slim. Astronomers have yet to find any evidence that any of the planets in our own solar system are captured rogues. And the average space between rogue planets and other bodies in our galaxy is quite expansive, Bad Astronomy blogger Phil Plait has calculated. In other words, a collision isn't likely.

The first episode of "Forecasting the End" focuses on what might happen in this very unlikely scenario. Potentially, scientists say, a planet passing by could alter the orbits of the planets in the solar system, making Earth's orbit more elliptical. ?

A more elliptical orbit would be bad news for life. Earth orbits in a relatively thin habitable zone around the sun, which allows for temperatures where water can be a solid, liquid or gas.

This more elliptical orbit might not push Earth out of this zone, but could bring the planet close enough to the sun to create short, extremely intense summers and then far enough away for very long winters. This would create a shorter growing period and mass food shortages, even human extinction.

"Life on Earth is very much dependent on the orbit we are in around the sun," said David Bennett, a University of Notre Dame astrophysicist.

To make the series, complete with simulations of the world-ending scenario, Weather Channel director Brea Tisdale and crew filmed real people "reacting" to disasters, which they added later using computer graphics. In one shot of a volcanic disaster, the crew sprinkled flour from above to look like ash.

"The actors have to pretend that something terrible is happening in the sky above them, when actually it's a really sunny, nice day," said director of photography Doug Cheney.

University of Oregon chemists say that ultra-thin films of nickel and iron oxides made through a solution synthesis process are promising catalysts to combine with semiconductors to make devices that capture sunlight and convert water into hydrogen and oxygen gases.

Researchers in the Solar Materials and Electrochemistry Laboratory of Shannon Boettcher, professor of chemistry, studied the catalyst material and also developed a computer model for applying catalyst thin films in solar water-splitting devices as a tool to predict the effectiveness of a wide range of catalyst materials for solar-hydrogen production.

The project has resulted in two recent papers.

The first, detailed last September in the Journal of the American Chemical Society, showed that films of a nickel-iron mixed oxide with an atomic structure similar to naturally occurring minerals show the highest catalytic activity for forming oxygen from water, based on a side-by-side comparison of eight oxide-based materials targeted in various research efforts. The second paper, just published in the Journal of Physical Chemistry Letters, details the performance of the catalyst thin films when combined with semiconductor light absorbers, showing that the nickel-iron oxide catalyst was most effective with a film just 0.4 nanometers thick.

Boettcher's lab, located in the UO's Materials Science Institute, studies fundamental materials chemistry and physical concepts related to the conversion of solar photons (sunlight) into electrons and holes in semiconductors that can then be used to drive chemical processes such as splitting protons off water to make hydrogen and oxygen gases. Multiple labs across the country are seeking effective and economical ways of taking sunlight and directly producing hydrogen gas as an alternative sustainable fuel to replace fossil fuels.

"When you want to pull the protons off a water molecule to make hydrogen gas for fuel, you also have to take the leftover oxygen atoms and make oxygen gas out of them," Boettcher said. "It turns out that the slowest, hardest, most-energy-consuming step in the water-splitting process is actually the oxygen-making step. We've been studying catalysts for making oxygen. Specifically, we're seeking catalysts that reduce the amount of energy it takes in this step and that don't use expensive precious metals."

The iron-nickel oxides, he said, have higher catalytic activity than the precious-metal-based catalytic materials that have been thought to be the best for the job.

"What we found is that when we take nickel oxide films that start out as a crystalline material with the rock-salt structure like table salt, they absorb iron impurities and spontaneously convert into materials with a layered structure during the catalysis process," Boettcher said.

Lena Trotochaud, a doctoral student and lead author on both papers, studied this process and how the films can be combined with semiconductors. "The semiconductors absorb the light, generating electron-hole pairs which move onto the catalyst material and proceed to drive the water-splitting reaction, creating fuel," Boettcher said.

The computer modeling was used to understand how the amount of sunlight that the catalyst blocks from reaching the semiconductor can be minimized while simultaneously speeding up the reaction with water to form oxygen gas. This basic discovery remains a lab accomplishment for now, but it could advance to testing in a prototype device, Boettcher added.

"We're now looking at the fundamental reasons why these materials are good," Trotochaud said. "We are trying to understand how the catalyst works by focusing on the chemistry that is happening, and then also recognizing how that fits into a real system. Our research is fundamentally guiding how you would take these catalysts and incorporate them into something that is useful for everyone in society."

One such place the material could land in a prototype for testing is at the U.S. Department of Energy's Joint Center for Artificial Photosynthesis, an Energy Innovation Hub. The DOE supported Boettcher's research done in the second study through a Basic Sciences Energy grant (DE-FG02-12ER16323).

"This research holds great potential for the development of more efficient, more sustainable solar-fuel generation systems and other kinds of transformative energy technology," said Kimberly Andrews Espy, vice president for research and innovation and dean of the graduate school. "By seeking to advance carbon-neutral energy technology, Dr. Boettcher and his team are helping to establish Oregon as an intellectual and economic leader in fostering a sustainable future for our planet and its people."

With all this said, there is still optimism among the mainstream that the increase in home prices means that a housing market recovery is underway. For the 10.4 million homeowners living in their homes with negative equity, their home prices will have to go up, on average, by more than 40% for them to just break even.

As I have repeatedly been saying in these pages, an essential ingredient of a real housing market recovery is missing from the action: first-time home buyers.

Dear reader, we all know the reason behind why home prices are increasing in the U.S. housing market; it?s the institutional investors who are driving demand. They are buying homes and renting them out, because the returns from doing so are better than the returns big investors can get from the bond market or the risky stock market.

I?m still not convinced that there is any recovery in the U.S. housing market. I will consider the U.S. housing market to be in a rebound when I see first-time home buyers pouring in?and right now, that?s not the case. At the same time, I would consider it a recovery when we see a decline in the number of homes with negative equity.

Where the Market Stands; Where It?s Headed:

As I started writing in these pages back in 2009, the primary purpose of a Phase II secular bear market (what we are in now) is to lure investors back into stocks under the premise that the economy is improving and stocks are a safe bet again. That?s exactly where we are now. Caution is warranted.

Scientists have cracked a 35-year-old mystery about the workings of the natural motors that are serving as models for development of a futuristic genre of synthetic nanomotors that pump therapeutic DNA, RNA or drugs into individual diseased cells. Their report revealing the innermost mechanisms of these nanomotors in a bacteria-killing virus and a new way to move DNA through cells is being published online today in the journal ACS Nano.

Peixuan Guo and colleagues explain that two motors have been found in nature: A linear motor and a rotating motor. Now they report discovery of a third type, a revolving molecular motor. Guo pointed out that nanomotors will open the door to practical machines and other nanotechnology devices so small that 100,000 would fit across the width of a human hair. One major natural prototype for those development efforts has been the motor that packages DNA into the shell of bacteriophage phi29, a virus that infects and kills bacteria. Guo's own research team wants to embed a synthetic version of that motor into nanomedical devices that are injected into the body, travel to diseased cells and pump in medication. A major barrier in doing so has been uncertainty and controversy about exactly how the phi29 motor moves. Scientists thought that it worked by rotating or spinning in the same motion as the Earth turning on its axis.

In their ACS Nano paper, Guo, with his team Zhengyi Zhao, Emil Khisamutdinov and Chad Schwartz, challenges that idea. Indeed, they discovered that the phi29 motor moves DNA without any rotational motion. The motor moves DNA with a revolving in the same motion as the Earth revolving around the sun. "The revolution without rotation model could resolve a big conundrum troubling the past 35 years of painstaking investigation of the mechanism of these viral DNA packaging motors," the report states.

(AP) ? There's an expectation from fans that a ticket to Bristol Motor Speedway will get them a seat to NASCAR's version of the Roman Colosseum.

They got one of those throwback, rock 'em, sock 'em races last August, when changes to the track surface forced drivers to get aggressive again and caused tempers to flare. Now, a month into a new Sprint Cup season, NASCAR could use another race like that.

Sunday's race will be the fourth for the new Gen-6 car, and the first this season on a short track. It could be the spark NASCAR needs at a time everyone seems to be holding their breath.

"Everybody is on egg shells. Drivers are on egg shells. I think the fans are on egg shells. The media is on egg shells. The sanctioning body is on egg shells," defending champion Brad Keselowski said. "You get the collective sense in this sport that everyone is feeling a lot of pressure and if we don't have a perfect week every week everybody just kind of shakes down in their boots. So I think, right now, every week is a big week in this sport."

This week, nobody knows what to expect at a track once beloved for its action-packed racing and drama it produced.

But a reconfigured racing surface in 2007 altered Bristol into two racing grooves, sometimes three, and drivers could race side-by-side around the tight bullring for the first time. Without a need to forcefully use the front bumper to navigate through traffic, the drivers thoroughly enjoyed the new Bristol.

Fans absolutely hated it, and the track that boasted 55 consecutive sellouts suddenly had swaths of open seats.

Track owner Bruton Smith had seen enough last March and ordered grinding to the top groove in an effort to tighten up the track and recreate the old Bristol racing. He got some of that in August, and the drama, too: Tony Stewart angrily threw his helmet at Matt Kenseth after contact between the two knocked Stewart out of the race.

Race winner Denny Hamlin thinks Sunday will be even better.

"The lower line has got more grip than I've ever felt here in the past," Hamlin said. "I think we're going to see one of the best races we've seen in a long time here because the low line does have a lot of grip, and we know everyone is going to start making their way higher just to make their car work, so it's going to be a good mix of both I believe."

It could be what's needed for NASCAR's new car that Hamlin put in the news with a mild critique two weeks ago that earned him a $25,000 fine. Furious about the penalty, he said he'd be suspended before he'd pay and angry fans rallied to his defense.

Hamlin this week announced he would not appeal the penalty, but still won't pay; NASCAR plans to settle the matter by garnishing the wages from his race winnings.

Fans, meanwhile, still want to see what exactly Hamlin said that was so wrong about the car.

Bristol could be the track that proves the car is very racy, even though pole-sitter Kyle Busch thought last week's race at Las Vegas was decent and there's no need to stress over the success of this Sunday.

"I think that we actually put on a good show last week in Vegas where there was a lot of good racing," Busch said. "I thought there was good racing throughout the field. I don't think this weekend here in Bristol needs to be a savior at all. I think we all just need to go out here and put on a good show and enjoy Bristol for what Bristol is and see what happens Sunday."

Rockefeller impostor on trial for murder

LOS ANGELES (AP) ? To his neighbors in an upscale Pasadena suburb, he was the man from nowhere, a newcomer who joined the church, ingratiated himself to elderly residents and called himself Chris Chichester.

They invited the stranger into their homes in San Marino, shared dinners with him and thought of him as a friend.

But he seemed to have no past and, when he suddenly vanished, it left everyone puzzled. The town folks didn't immediately connect him with the disappearance of two other residents, Linda and John Sohus, who lived in the house where Chichester was a tenant.

That was 1985, the start of a wide-ranging odyssey across America for the man who would also call himself Christopher Crowe, Chip Smith and, most notoriously, Clark Rockefeller, a pretender to the fabled oil fortune.

Now he has another identity, his birth name: Christian Karl Gerhartsreiter (GAYR'-hahrtz-ry-tur), a German immigrant who is charged with murder in one of the most bizarre cold cases to hit the district attorney's office in years.

Already serving time for the kidnapping of his young daughter in a Boston custody dispute, Gerhartsreiter was close to the end of his sentence and headed for freedom when the murder charge changed that. After a quarter century, authorities believed they had linked him to the disappearance of his old neighbor, John Sohus.

His trial, set for opening statements this week, will write the most important chapter in his colorful story, determining if he walks free or spends his life in prison.

"He is upbeat and he's looking for closure," defense attorney Jeffrey Denner. "He's been in limbo with this case for so long. Of course he'd like it to be resolved in his favor."

He is charged with murdering Sohus, a 27-year-old computer programmer who was linked to bones unearthed from the backyard of the home where he lived and Gerhartsreiter was a tenant. No trace has been found of Sohus' wife, Linda.

The prosecution is based on the bag of bones, traces of blood found in the cottage where Gerhartsreiter lived and the admittedly fuzzy memories of long ago acquaintances. It is a classic cold case.

Whether the highly circumstantial evidence will convince a jury remains to be seen. Deputy District Attorney Habib Balian said after a preliminary hearing that "the age of the case poses some challenges," but he's confident of a fair verdict.

Gerhartsreiter has pleaded not guilty and his lawyer said he expects him to be exonerated.

"It's our position that the state of California cannot prove that the defendant killed John Sohus," said Denner.

A questionnaire submitted to prospective jurors last week asked whether they could convict someone of murder without a motive. No one has suggested why Gerhartsreiter would have wanted to kill Sohus, the son of his landlady.

"Do you believe that every action that a person takes is done for an obviously identifiable reason?" the questionnaire asked.

Motive is not legally required for a murder conviction, but jurors often want to know the reason for a killing.

Denner and his partner, Brad Bailey, who practice in Boston and represented Gerhartsreiter in his kidnapping case, still refer to the defendant as "Rockefeller."

"When we met him in Boston, that's the name we knew him by," said Denner. "He had lived with that name for about 20 years."

During his preliminary hearing last year, he asked to be called Clark Rockefeller in court, but a judge refused.

Once, during an interview with authorities, Gerhartsreiter referred to himself as "a pathetic nothing." But his personas allowed him to live a life that belied that statement.

This impostor wormed his way into high society and talked his way into important jobs. He married a wealthy woman but his identity unraveled when he kidnapped their daughter during a custody dispute.

When he was unmasked, he became the subject of magazine articles, true crime books and TV movies that sought to explore his bizarre story and get to the heart of the man behind the pseudonyms. Who was Clark Rockefeller?

The resulting publicity led California authorities to revisit the Sohus disappearance. They realized the man in custody in Boston was not an heir to the Rockefeller fortune but was the man who had lived in San Marino decades ago. But was he a murderer?

Twelve jurors in Los Angeles Superior Court who will answer that question will start hearing evidence in the case this week.

3 Little-Known Facts About Student Loan Debt

In June of 2010, student loan debt made headlines when it surpassed credit card debt here in the U.S. Since then, outstanding student loan debt has surpassed the $1 trillion mark ? making it the single largest form of household consumer debt outside of home loans.

There?s no question that student loan debt continues to be a growing concern ? not only for students and graduates, but for parents, grandparents and policymakers alike.

With so much media attention on the state of student loan debt, public awareness of the issue has grown substantially.

Despite this growing awareness, there are a few facts about student loans that may still surprise you ? especially when it comes to their potential impact on your credit, and your ability to qualify for other types of loans in the future.

Co-Signers Can Suffer Too

Student loan debt isn?t only a problem facing current college students and recent graduates. These days, student loan debt spans all ages.

According to the Federal Reserve Bank of New York, 6.8 million Americans aged 50 and older account for more than $149 billion in outstanding student loan debt. If that?s not surprising, consider that 2.2 million of those are age 60 and older.

It is not clear how much of the debt is the result of their own student loans, and how much of it is co-signed loans for children and grandchildren ? but the likelihood is that for some, it is both.

The dangers of co-signing for a child or grandchild is that you?re just as responsible for the debt as the student.

Parents and grandparents want what?s best for their children/grandchildren, but it?s important to stop and think long and hard before cosigning on a student loan for them. If the student misses a payment or goes into default, the impact is just as damaging to both parties.

And considering the increasing costs and the number of years it takes to pay back student loans, the risk can span ten years if not more.

Struggling with student loan debt and the potential liability from a credit perspective is something that boomers and senior citizens are now facing at a critical point in their own lives ? a time when retirement should be the priority.

If you?re considering whether to co-sign on a student loan, make sure you?ve exhausted all other strategies first ? from scholarships, fellowships, work study, and a less expensive school.

Student Loans Could Keep You From Homeownership

Starting salaries for new college graduates has been another issue for students with student loan debt.

A common mistake that many new college students make is assuming that their starting salary after graduation will more than cover the cost of any student loans they might need to cover education costs. The problem with this assumption is that starting salaries rarely exceed expectations.

According to the January 2013 Salary Survey from the National Association of Colleges and Employers, the average starting salary for 2012 graduates increased to $44,482, which is quite promising compared to the dismal numbers we?ve seen in the past few years.

Despite the gradual improvement in salaries, monthly student loan payments may still end up taking a significant bite out of a recent graduate?s income.

What does this have to do with your credit and the chances of you qualifying for a mortgage loan??Depending on the amount of student loan debt you?re carrying, it could negatively impact your debt-to-income ratio.

This may not sound like a big deal but if you plan to purchase a home at some point and you?re still carrying significant student loan payments, you may not be able to qualify for a mortgage loan.

To clarify, student loan debt doesn?t impact your credit scores in the way that credit card debt does. It?s an installment loan and as long as the debt is paid on time and in good standing, the amount of the loan won?t have a significant impact on your credit score.

However, despite the belief that lenders rely solely on credit scores for lending decisions, they actually consider other factors, like your debt-to-income ratio and your ability to maintain and repay a loan.

In fact, a dear friend of mine had this very problem when he and his wife went to purchase their first home. His student loan debt knocked his debt-to-income ratio out of the qualifying range for the mortgage.

In the end, they had to put their homebuying plans on hold until his income increases or he pays off his student loans ? both of which could take several more years.

So if your student loans are preventing you from buying a home, consider budgeting for a more aggressive paydown plan. That might mean getting another job (or two), putting yourself on a stricter budget ? or likely a combination of the two ? and focus on paying it off.

Bankruptcy Is Almost Never an Option

To add fuel to the fire, delinquency rates on outstanding student loans continue to rise. But if you?re thinking bankruptcy might be a way out of student loan debt, think again.

In 1977 Congress banned federal student loans from being discharged in bankruptcy, and with the bankruptcy reform in 2005 private student loans were added to the list.

The only way student loans can be legally discharged in bankruptcy is if the borrower is able to successfully prove ?undue hardship.? But don?t let the undue hardship petition fool you. The restrictions and requirements for meeting undue hardship are extremely difficult to qualify for.

Unlike other types of debts, student loan debt is one of the most difficult debts to prove undue hardship ? and is nearly impossible to do so. Unless your situation is utterly hopeless, and there?s no future possibility that you would ever be able to make any small effort to repay the loan, it?s not going to happen.

Lawmakers are introducing measures for debt relief, but until those measures are passed and in effect, your alternative is to work with your lenders through their various repayment programs.

Monarch Butterfy Population Falls To Record Low, Mexican Scientists Say

Monarch butterflies that once covered 50 square acres of forest during their summer layover in central Mexico now occupy fewer than 3 acres, according to the latest census.

The numbers of the orange-and-black butterflies have crashed in the two decades since scientists began making a rough count of them, according to Mexico's National Commission of Natural Protected Areas.

At a news conference Wednesday, the commission said the count was down 59 percent from December 2011 levels, when the insects filled 7.14 acres of fir trees in central Mexico.

"We are seeing now a trend which more or less started in the last seven to eight years," Omar Vidal, the head of the World Wildlife Fund's Mexico operations, said in an interview with The New York Times. Although insect populations can fluctuate greatly even in normal conditions, the steady downward drift in the butterfly's numbers is worrisome, he said.

The Associated Press quotes experts as saying the decline in the Monarch population now marks a statistical long-term trend and is no longer seen as a combination of yearly or seasonal events.

Why is it happening?

Vidal points north, to the monarchs' summer home in the U.S. Midwest. The farmland there once provided plenty of milkweed sprouting between rows of corn and soybean. But the heavy use of genetically modified, herbicide-tolerant crops has allowed farmers to wipe out milkweed and eliminate the monarchs' main food source.

In an interview with the Times, Chip Taylor, director of the conservation group Monarch Watch at the University of Kansas, said the Midwest milkweed habitat "is virtually gone. We've lost well over 120 million acres, and probably closer to 150 million acres."

Taylor says the record-breaking heat in North America last summer was also a factor.

Lexus car owners are happiest with their dealers

Sure, those car dealers are easy to poke fun at. But a new study suggests American motorists are happy, on the whole, with the service they?re delivering.

For the fifth year in a row, Lexus led the closely-watched J.D. Power Customer Service Index, a measure of how well dealers are meeting owners? expectations for performance at their repair shops. Detroit-based GMC, meanwhile, jumped into the lead among mass-market brands, according to the market research firm.

The annual index found that customers are more satisfied by dealer service in general, especially with the service from factory-approved retailers as compared with independent facilities.

?Manufacturers have made large investments in their retail programs, and dealers have made significant investments in key customer touch-points?people, improved processes and customer waiting areas?which are having a profoundly positive impact on their customers,? said Chris Sutton, the JDPA senior director in charge of the 2013 survey.

The index focuses on what happens when vehicle owners visit a service department for either maintenance and repair work asking about five specific areas: service quality, service initiation, service advisor, service facility and vehicle pick-up.

While dealer service departments and independent repair outlets may be a traditional source of suspicion and complaints, the results of the latest survey indicate marked improvement in recent years. The average score was 797, on a 1,000-point scale, up from 787 last year, and a 29-point gain from 2011.

Toyota?s luxury brand Lexus maintained its winning streak in the 2013 index with a score of 862. Cadillac was a close second, at 858 points, followed by Jaguar, Acura and Infiniti. Notably, were Hyundai to sell its Equus models as an independent brand ? which it once considered ? the model would have outscored Lexus.

Three of the 11 luxury brands improved their scores by at least 20 points. So did five of the mainstream marques.

Among mass market brands, GMC landed a score of 819, followed by Mini, Buick, Chevrolet and Volkswagen.

Significantly, owners said they were generally more satisfied with the service they got from facilities affiliated with one of the major automakers rather than from independent service facilities.

On average, the owners who participated in the consumer index study visited a dealer service department an average 2.6 times a year, usually for maintenance rather than for repairs.

Overall satisfaction was particularly high among those motorists getting routine maintenance. That suggests the auto industry is making inroads as it shifts focus from traditional repair business. With today?s cars boasting better quality and reliability than ever before, more dealers are emphasizing such things as oil changes or tire rotation to keep their mechanics busy and the cash registers ringing.

Perhaps reflecting some belt-tightening as the economy continues to struggle, the 2013 index found that customers spent less out-of-pocket during visits to the repair shop, an average $118 compared to $125 the prior year. That could also reflect the fact that many makers have been adding routine maintenance to their traditional warranty coverage.

Satisfying customers has a number of advantages. It not only generates more revenue but increases customer loyalty, according to JDPA Director Sutton. Among index survey participants, in general, 38 percent said they ?definitely will? buy a vehicle from the same brand when it?s time to trade in. That jumped to 59 percent among customers who said they were ?delighted? by the service delivered by their dealers.

?The service experience has a profound impact on vehicle owners, not just where they take their vehicle the next time they need maintenance or repairs, but also on their next vehicle purchase,? Sutton said. ?Dealers know this, and most are taking the appropriate steps to ensure their customers have the best experience possible on both the sales and service sides of the store.?

The study includes responses from 91,000 owners of 2008 through 2012 model-year vehicles.
